Overview
Hogan's Negotiate Ceasefire support skill is extremely insteresting as it can help the player flee from random encounters - unless the player has activated the No Escape difficulty option - as well as sometimes earning a small amount of baqua.
Hogan is mandatory in order to unlock the 
Build Trading Post panel from the Drafting Studio.

Speak to Hogan at the end of the pier. The player now has to make make  50,000 profit in trading. Any earlier profit does not count towards this total. This challenge can be cheesed by buying up 50,000 worth of trade goods before speaking to Hogan, beginning the challenge from a base of 0, and then immediately selling everything to pass the threshold.
