The Headquarters must be at least Level 3. Speak to Syd outside the Smithy and bring him 1  Mystic Lumber, 1 Iron Ore, and 1 Dire Beastbone. The items must be in the stowpack, meaning the player will have to avoid depositing them at Headquarters.
