Permission to Trade is a Shop Quest in Eiyuden Chronicle: Rising. It is available after beginning Main Quest 6: Trouble in the Quarry. Although not part of the Main Quest, it is necessary to complete this Shop Quest to progress the Main Quest.
Objective(s)
Find Isha
Speak to Bertrand at Outlander Lane to begin the quest. Isha can be found in the Residential District Interior, which lies to the west of the regular Residential District.
Report to Bertrand
After speaking with Isha, return to Bertrand. This will complete the quest and unlock the Weapon Shop, the use of which is required to progress Main Quest 6: Trouble in the Quarry,
