Finding A Worthy Test Subject is a Shop Quest in Eiyuden Chronicle: Rising. It is available from the Bulletin Board in the Plaza after completing Main Quest 18: Mysterious Machinery.

Find someone powerful

Talk to Robert in front of the Apothecary on Second Street to begin this quest. Then, head to the Town Outskirts and speak with Siu-tien.

Report to Robert

Head back to Second Street and speak with Robert to complete the quest. This will also upgrade the Apothecary to Lv. 3.
