A Book on the Barrows is a Shop Quest in Eiyuden Chronicle: Rising. It is automatically activated during Main Quest 12: Bandit Busting. Completing this quest will open the Rune Shop.

Find the person who bought the book
Travel to the Plaza and speak with Isha to learn that she bought the book without realizing that it was stolen.
Return the book to Ilda
Return to Ilda at the Rune Quarter to complete the quest and open the Rune Shop.
